    Abstract: The disclosure relates to a method and apparatus for transmitting or receiving control information and data information in a wireless communication system, and in an embodiment of the disclosure, a method of identifying transmission timing of a terminal in a wireless communication system includes receiving a first signal from a base station, determining whether an out-of-order hybrid automatic repeat request (HARQ) process occurs, determining transmission timing of a second signal, which is a response to the first signal, to include a processing time of the out-of-order HARQ process when the out-of-order HARQ process occurs, and transmitting the second signal at the determined transmission timing.
