According to the present invention, a method for a terminal in a wireless communication system comprises the steps of: transmitting a random access preamble; receiving a random access response including a power control command; determining transmission power of uplink data on the basis of whether a beam through which the random access preamble has been transmitted is changed; and transmitting the uplink data on the basis of the transmission power.
