Abstract: Methods and apparatus for processing of video are described. The processing includes video encoding, decoding, or transcoding. A video processing method includes performing a conversion between a video including one or more pictures including one or more subpictures and a bitstream of the video. The bitstream conforms to a format rule that specifies that a trailing subpicture that is associated with an intra random access point subpicture or a gradual decoding refresh subpicture follows the intra random access point subpicture or the gradual decoding refresh subpicture in an order.

A syntax structure of the SLI SEI message includes at least (1) a first syntax element specifying a maximum number of sublayers for the subpicture sequences and (2) a second syntax element specifying whether level information for the subpicture sequences is present for one or more sublayer representations.

The condition is satisfied in case (1) the video picture is an instantaneous decoding refresh picture, (2) a first syntax flag specifies that RPL syntax elements are not present in a slice header of the slice, and (3) a second syntax flag specifies that RPL information is not present in a picture header of the video picture.
