Various communication techniques and related systems for a fusion between a 5th generation (5G) communication system and Internet of Things (IoT) technology are provided. A user equipment (UE) is required to select a dedicated core network so as to receive a suitable service. In a method for transmitting and receiving a signal, an enhanced Node B (eNB) of a mobile communication system transmits a first request message to a first mobile management entity (MME), receives a reroute command message based on the first request message from the first MME, and transmits a second message to a second MME based on the reroute command message. Herein, the reroute command message contains the first request message, at least one MME identifier, and a UE identifier.

Methods and apparatuses for remotely installing Universal Integrated Circuit Card (UICC) information about various Mobile Network Operators (MNOs) are provided. One of the apparatuses being a terminal including an electronic card, a transceiver configured to transmit and receive a signal, and a controller configured to receive at least one profile from a profile management server, wherein each profile of the received at least one profile is to be installed in an electronic card of at least one device, to obtain at least one electronic card identifier of the at least one device, and to transmit, to the at least one device, the at least one profile corresponding to the obtained at least one electronic card identifier.

A method and an apparatus for installing a profile in a terminal including a universal integrated circuit card (UICC) corresponding to a smart card security module, which is inserted into a mobile communication terminal and then used are provided. More particularly, a method and an apparatus for remotely installing or removing mobile communication subscriber information in/from a profile of a terminal are provided. The terminal can remotely download the profile from a network server (subscription manager data preparation (SM-DP) or subscription manager secure routing (SM-SR)) without any change in a mobile network operator information technology (IT) system interface rather than downloading the profile of the terminal by the network server.

A method and apparatus for controlling the connection state of the UE is provided to minimize battery power consumption. A connection state control method of a terminal in a wireless communication system according to the present invention includes monitoring traffic transmission/reception condition associated with at least one application running on the terminal, determining whether traffic transmission/reception for the terminal is likely to occur based on the monitoring result, and transmitting, when no traffic transmission/reception for the terminal occurs, a Signaling Connection Release Indication (SCRI) message to a base station.
Abstract:
A method for managing congestion in a base station in a mobile communication system according to one embodiment of the present invention comprises the steps of: requesting user subscription information to a mobility management entity (MME); receiving the user subscription information from the MME; and performing a congestion control in a communication between terminals on the basis of the received user subscription information. According to the embodiment, action may be taken in consideration of the user information and a current congestion state when controlling the congestion in a wireless communication system, and thus side effects resulting from the congestion control may be reduced. Further, the present invention provides a method and device for not charging for dropped packets when performing a packet drop, and thus the congestion control may be performed more easily. Also, the present invention has an advantage of performing the congestion control, according to the type of packets to which congestion control is applied or the type of application or service which has generated packets, at the time of controlling the congestion, thereby minimizing user's inconvenience due to the congestion control.

Methods and apparatuses are provided for selecting a cell in a mobile communication network for a network access of a terminal and a position update. A method includes receiving a first message from a network; determining whether a cell, which the terminal accesses, supports Circuit Switched FallBack (CSFB), based on the first message; and determining whether to select the cell, based on whether the cell supports the CSFB.

A method and an apparatus for controlling congestion by an Evolved Node B (ENB) in a wireless communication system are provided. The method includes receiving a message including congestion notification required indication from a core network node of the wireless communication system, determining whether a congestion notification on the packet is required based on the congestion notification required indication and transmitting a data packet with the congestion notification according to a result of the determination.

A method and an apparatus determining a policy by a Policy and Charging Rules Function (PCRF) is provided. The method of determining a policy by the PCRF includes receiving congestion status information of a network from a base station, transmitting the congestion status information to a content server, receiving a parameter for adjusting traffic transmission characteristics from the content server, and determining a policy related to traffic transmission based on the parameter.
Abstract:
A method that can increase network performance and user perceived service quality by allocating more radio resources to user data through a non-3GPP Access Network (AN) in a wireless communication system such as LTE is provided. Use of a 3GPP AN or a non-3GPP AN may be set in a user equipment or set according to a policy received from a policy server such as ANDSF. A scheme for dynamically updating and applying a policy according to user and AN conditions is provided. The scheme provides two approaches for determining whether to apply a policy according to user and the AN conditions.
