Abstract: A transmission method includes: a terminal device receives an uplink grant from a base station; and the terminal device sends a report to the base station, where the report includes a power headroom of each of at least one uplink subcarrier, and/or a power headroom of each of at least one bandwidth part. According to the uplink data transmission method, the terminal device, and the base station in embodiments of this disclosure, a power headroom can be reported at a finer granularity.

Abstract: The present application discloses a method and an apparatus. In the present application, a radio access network RAN server receives a measurement report from a terminal, determines a target inter-RAT cell of the terminal based on the measurement report, and configures a resource for the terminal in the target inter-RAT cell. The configured resource is a resource to be used by the terminal to access the target inter-RAT cell. The RAN server sends a handover command to the terminal. The handover command is used to instruct the terminal to hand over to the target inter-RAT cell, and the handover command carries an identifier of the target inter-RAT cell and information about the configured resource. In this way, when handover is performed between inter-RAT cells, handover can be implemented without across core networks, thereby reducing signaling exchange between a source core network and a target core network.

Abstract: Embodiments of this disclosure relate to a sidelink communication method, including: A first user equipment receives a first message from a second user equipment; the first user equipment determines, based on the first message, a first frequency used to communicate with the second user equipment, where the first user equipment supports at least the first frequency and a second frequency, and the second user equipment supports at least the first frequency; and the first user equipment sends a second message to the second user equipment at the first frequency, where the second message is associated with a unicast connection establishment process or a discovery process. Therefore, the unicast connection establishment process or the discovery process can be performed on a carrier supported by all terminal devices that perform communication, to ensure that the unicast connection establishment process or the discovery process can be correctly performed, improving sidelink communication quality.
