    Abstract: Example radio access methods, user equipment (UE), and base stations are described. One example method includes sending, by a base station, N first signal sets, where one first signal set is sent on each first space resource, where M first signal sets in the N first signal sets are second signal sets, and where each of the M second signal sets includes indication information. The indication information indicates that system messages are to be sent on M second space resources or that M first space resources on which the second signal sets are to be sent are valid space resources.
