    Abstract: Methods, systems, and devices for wireless communication are described. A base station may identify a semi-static resource allocation for a device (e.g., a user equipment (UE)). The resource allocation may be associated with autonomous transmissions from the device in an unlicensed radio frequency spectrum band. The base station may generate and provide a message for transmission to the device. The message may convey an indication of the resource allocation. The device may receive the message and use the resource allocation to identify a transmission schedule for the autonomous transmissions.

    Abstract: Aspects of the present disclosure relate to apparatuses, methods, and systems for performing early measurements during inter-RAT reselection. During cell reselection, a user equipment (UE) switches from a first cell using a first radio access technology (RAT) to a second cell using a second RAT that is different from the first RAT. The UE receives a measurement configuration from the first cell, and the measurement configuration configures the UE to perform early measurements for at least one RAT. After reselecting to the second cell, the UE determines whether to continue the early measurements based on the measurement configuration.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive synchronization signal block (SSB) related measurement configurations exclusively in a system information block (SIB). The UE may receive SSB frequency lists for idle measurements in both a SIB or a radio resource control (RRC) message, such as an RRC release message. In some examples, the UE may receive SSB related measurement configurations or SSB frequency lists for idle measurements in a SIB and an RRC message. Additionally or alternatively, the UE may receive SSB frequency lists in a SIB and an RRC message, while SSB measurement configurations for SSB frequencies out of a sync raster may exclusively be indicated in the RRC message. The UE may therefore experience improved coverage and reliability and, in some examples, may promote low latency for wireless communications relating to multiple radio access technologies, among other benefits.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify that the UE is operating in a dual-connectivity configuration with a master node (MN) and a secondary node (SN). The UE may receive at least one request that the UE report MDT measurements. The UE may perform a first portion of measurements associated with the first base station and perform a second portion of measurements associated with the second base station. The UE may perform the measurements while the UE is operating in the dual-connectivity configuration. The UE may transmit one or more reports including information indicative of the first portion of measurements, information indicative of the second portion of measurements, or both.

One aspect is a method for performing measurement reporting at a user equipment, including: receiving, from a master node, a message comprising a measurement configuration for a secondary node; entering an inactive state; performing measurements according to the measurement configuration for the secondary node immediately after entering the inactive state; generating a measurement report based on the measurements; transmitting, to the master node, a radio resource control (RRC) resume request message; receiving, from the master node, an RRC resume message comprising a request for measurement reporting; and transmitting, to the master node, an RRC resume complete message comprising the measurement report; and receiving data from the secondary node.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) in a dual connectivity configuration with a master node and a secondary node may support blind resume for secondary node communications. For example, a master node may use radio resource control (RRC) signaling to indicate multiple secondary cell group (SCG) configurations to a UE for blind resume. The UE may support both UE based and network based blind resume techniques based on the indicated SCG configurations. Network based blind resume may include the network indicating to the UE which SCG configuration to use for resuming communications. The UE based blind resume may include the UE conducting measurements on a set of stored SCG configurations to determine which SCG configuration to use for resuming communications and applying the SCG configuration before receiving a resume indication from the base station.
