Abstract: Certain aspects of the present disclosure provide techniques for communicating a user equipment (UE)'s capabilities to a network entity, such as a base station. An example method that may be performed by a UE includes transmitting a first message to a network entity, the first message comprising a base identification and a delta flag, wherein the base identification identifies base capabilities of the UE, and wherein the delta flag indicates whether there is delta information to be shared by the UE, the delta information corresponding to changes to the base capabilities of the UE. The method further includes determining whether to transmit a third message to the network entity based on whether the UE receives a second message from the network entity, the second message comprising a full capability flag indicating whether the UE should send an indication of its full capabilities to the network entity.

Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) operating in a narrowband communications system with a base station may identify a radio link failure (RLF) and then initiate a radio resource control (RRC) connection reestablishment procedure to reconnect with the base station. As part of the connection reestablishment procedure, the UE may transmit a reestablishment complete message to the base station to indicate the connection reestablishment procedure is successful and include a measurement report related to downlink signals received from the base station in the reestablishment complete message. In some cases, the measurement report may include an indication of downlink signal strength and downlink signal quality. As such, the UE may transmit the measurement report in a single RRC message after identifying the RLF. Based on the measurement report, the base station may then perform network planning.

The present disclosure provides a solution by supporting a HARQ retransmission timer for narrow-band communications. In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The method for wireless communication at a user equipment may include receiving, by a user equipment (UE), a hybrid automatic repeat request (HARQ) retransmission timer, the HARQ retransmission timer indicates a time interval, identifying, by the (UE), data for uplink transmission, and starting, by the UE and after expiration of the HARQ retransmission timer, a random access procedure to obtain an uplink grant for the data.
