An apparatus and method determines soft handover in a Code Division Multiple Access (CDMA) mobile communication system supporting a Multimedia Broadcast Multicast Service (MBMS) service. In the CDMA mobile communication system supporting an MBMS service, when a User Equipment (UE) moves to a region where it can receive data from a plurality of Node Bs, the UE determines by itself whether to perform soft combining on MBMS data received from the Node Bs. Therefore, even though an MBMS user moves from an existing cell to a new cell, the MBMS service is stably provided, contributing to the convenience of the user.

Paging message carries MBMS service information. MBMS Service Identity or MBMS Paging Indicator is added to the reserved 12 bits in Paging Indicator Channel (PICH) frame structure. Radio Network Controller (RNC) transfers Paging Indicator Message and paging message to Base Station (Node B) so as to send over the air-interface.

In the present invention, an RNC periodically transmits control messages related to MBMS RB setup to UEs. Thus, although a UE initially fails to receive an intended MBMS service, it can set up an MBMS RB by receiving a related retransmitted control message. Also, the RNC periodically provides information about ongoing MBMS services on a cell basis so that a UE can decide whether its requested MBMS service is in progress and request information required to set up an MBMS RB for the MBMS service to the RNC by individual signaling.

A serving General Packet Radio Service (GPRS) support node (SGSN), determines an identifier indicating the second service and a coefficient related to paging occasions for transmitting a paging instance indicating presence/absence of paging information related to the second service in response to a request for the second service from UEs, and transmits the determined identifier and coefficient to a radio network controller (RNC). The RNC transmits the identifier and the coefficient to the UEs, determines the paging occasions and transmission times of the paging instance in each of the paging occasions by using the identifier and the coefficient, and transmits the paging instances over a first channel at the transmission times of the paging instances for each of the paging occasions so that the UEs recognize presence/absence of the paging information.

An RNC transmits MBMS control information for an MBMS service on an MCCH mapped to one of a plurality of CCPCHs available in a cell of the mobile communication system, and transmits a paging message on a logical channel mapped to each of the CCPCHs. Here, the paging message requests reception of the MBMS control information. A UE monitors one of the plurality of the CCPCHs, receives the paging message on the monitored CCPCH, switches to the CCPCH having the MCCH, and receives the MBMS control information on the switched to CCPCH. Therefore, resource consumption is minimized in transmitting MBMS control information in a cell and the reception reliability of the MBMS control information in the UE is increased.

A selective combiner stores a received broadcast data packet in a buffer if a sequence number of the broadcast data packet received from the plurality of cells does not fall within a reception window, and stores the received broadcast data packet in the buffer if a sequence number of the received broadcast data packet falls within the reception window but has not been stored in the buffer. The selective combiner updates the reception window if a sequence number of the received broadcast data packet does not fall within the reception window, and discards the received broadcast data packet if a sequence number of the received broadcast data packet falls within the reception window but has been stored in the buffer.
