The method comprises the steps of: sending a logged measurement duration time to a UE by a network side or setting the logged measurement duration time by the UE itself; recording and reserving, by the UE, a measurement result obtained by DT; deleting the measurement result by the UE when the logged measurement duration time expires or the measurement result is reported during the logged measurement duration time. The disclosure makes the UE more efficient in reporting the measurement result and managing the storage space, thus saving memory space.

The PCI allocation method includes the following steps: a target base station obtains a usable PCI list sent by an Operations And Maintenance (OAM) function entity, and removes limited PCIs of the target cell from the usable PCI list to obtain a selectable PCI set (step S102); the target base station obtains the E-UTRA Absolute Radio Frequency Channel Number (EARFCN) information of neighbor cells of serving cells via an X2 interface message, and obtains a first reference PCI set in a predefined manner, cell EARFCN information in the first reference PCI set is different from that of the target cell of the target base station (step S014); the target base station forms a second reference PCI set based on the intersection of the usable PCI list and the first reference PCI set (step S106); if the selectable PCI set is empty, then a PCI is randomly selected from the second reference PCI set as the target PCI (step S108). The success rate of the PCI allocation for the target cell is improved by the present invention.

The present invention also discloses a device for realizing the method. The invention increases the success rate of a cell handover.

When a User Equipment (UE) in an idle state arrives in an area of a Home NB cell in which the UE ever resided, but does not search out signals of the Home cell, the UE reports Proximity Indication (PI) information to a network side through a specific Tracking Area Update (TAU) process; when determining that there is need to wake up the NB cell according to footprint information which is reported by the UE and obtained in the specific TAU process, the network side wakes up the NB cell. The method ensures that the UE in an idle state wakes up the sleeping Home NB cell (or macro cell) in time and gets service from the Home NB cell (or macro cell), thus a network coverage problem caused by cell sleeping for saving energy is avoided.

In some embodiments, a target base station counts the probability that cell handover of a terminal occurs subsequent to a radio resource control connection is established according to a handover request message or a relocation request message. The target base station judges whether the probability exceeds a threshold. If the probability exceeds a threshold, it is determined that the inter-cell reselection parameters and the handover parameters between a source base station and the target base station are not matched. Otherwise, it is determined that the inter-cell reselection parameters and the handover parameters are matched.
