Aspects of the subject matter described herein relate migrating message for a messaging service. In aspects, a determination is made that messages need to be migrated based on a threshold being crossed. In response, an agent is instructed to migrate data associated with the messages to another location. The agent uses various factors to determine one or more queues to migrate. While a queue is being migrated, during a first portion of the migration, messages may be added to and removed from the queue as senders send new messages and receivers consume messages. During a second portion of the migration, the queue is frozen to disallow the queue to be used for receiving new messages and delivering queued messages. The migration may be orchestrated to attempt to achieve certain goals.

Disclosed herein are representative embodiments for performing entropy coding or decoding using a counter-based scheme. In one exemplary embodiment disclosed herein, a first codeword is received from compressed digital media data. The first codeword is decoded into a first digital media data value by referencing a codeword table that associates the first codeword with the first digital media data value and a second codeword with a second digital media data value. A counter for counting occurrences of the first digital media data value is incremented. The value of the first counter is compared with the value of a second counter that counts occurrences of a second digital media data value. If the value of the first counter and the value of the second counter are equal (or greater than or equal), the codeword table is updated to swap codewords between the first and second digital media values.

In one embodiment, for a current block of a first frame of digital image data, a list of motion vector prediction information for the current block is populated with candidate motion vector prediction data that includes default motion vector prediction data. In another embodiment, at least a portion of a coded video bitstream is received and a merge flag for a current block in a current frame is decoded. After the merge flag is decoded, at least one merge candidate for the current block is determined.

The present disclosure provides a flexible, halogen-free, flame retardant composition. The composition includes from about 25 wt % to about 95 wt % of a thermoplastic polyurethane (TPU); from about 5 wt % to about 50 wt % of an olefin block copolymer (OBC); and from about 30 wt % to about 70 wt % of a flame retardant. The flame retardant is selected from resorcinol bis(diphenyl 5 phosphate) (RDP), bis diphenyl phosphate (BDP), bisphenol-A bis(diphenyl phosphate) (BPADP), aluminum trihydrate (ATH), a nitrogen/phosphorus-based halogen-free flame retardant, epoxidized novolac resin, and combinations thereof. The composition requires no compatibilizer for the TPU and OBC. The composition finds application in wire and cable structures.

The present invention provides a low-temperature-resistant fluorine-containing elastomer formed through polymerization of the comonomers: 40-80 mol % 1,1-vinylidene fluoride, 2-10 mol % tetrafluoroethylene, 10-30 mol % perfluoro(alkyl vinyl ether), and 1-10 mol % vulcanization monomer. The present invention further provides a preparation method of the fluorine-containing elastomer.
