    Abstract: Example implementations include determining, by a network for a cell, a plurality of frequency resources and a plurality of frequency resource groups. Each of the plurality of frequency resource groups comprises one or more of the plurality of frequency resources.     Abstract: The present disclosure describes methods, systems and devices for switching cross-carrier scheduling primary cell for a user equipment (UE), wherein a secondary cell is configured to schedule the primary cell. One method includes receiving, by the UE, a downlink control information (DCI) via a physical downlink control channel (PDCCH) from a network base station, the DCI used to switch the cross-carrier scheduling primary cell.
