    Abstract: This application provides a measurement method, a terminal device, and an access network device. The measurement method includes: measuring, by a terminal device, signal quality of a plurality of beams, where the signal quality of the plurality of beams is obtained by using synchronization signal blocks; the signal quality of the plurality of beams includes signal quality of a same beam at different moments, and the plurality of beams belong to one cell; and obtaining, by the terminal device, signal quality of the cell based on the signal quality of the plurality of beams. In this way, cell measurement based on a synchronization signal is implemented, and the signal quality of the cell obtained based on the signal quality of the plurality of beams at the different moments is more accurate.

    Abstract: A subframe processing method and device are disclosed. A terminal can determine a special subframe in a non-contiguous secondary carrier according to a maximum continuous channel occupancy duration and a channel listening duration of the non-contiguous secondary carrier, and a channel occupancy start reference time point and/or a channel listening start reference time point of the non-contiguous secondary carrier that are obtained, where the special subframe includes all or some gap symbols occupied by the channel listening duration, use all symbols except the gap symbols in the special subframe as symbols that can be occupied by a PDCCH and/or a PDSCH, and correspondingly receive or decode the PDCCH and/or the PDSCH in the special subframe according to the symbols that can be occupied by the PDCCH and/or the PDSCH.

    Abstract: The present invention discloses a carrier configuration method and a device, and relates to the field of communications, to resolve a problem that dividing multiple component carriers into primary and secondary component carriers only is not conducive to management of an important secondary component carrier. In a specific solution, a carrier aggregation model is configured for UE, so that the UE performs data transmission with a network device according to the carrier aggregation model. The carrier aggregation model includes multiple component carriers, the multiple component carriers include at least one core carrier, and the at least one core carrier includes at least one primary core carrier. The core carrier has an uplink transmission function and a downlink transmission function. The present invention is applied to a carrier configuration process.

    Abstract: The present disclosure provides a communication method, a network-side device, and user equipment. The method includes: receiving, by a network-side device, a radio resource control RRC connection reestablishment request message, where the RRC connection reestablishment request message is used to request to perform RRC connection reestablishment; and sending, by the network-side device, an RRC connection reestablishment indication message, where the RRC connection reestablishment indication message carries a configuration parameter, and the configuration parameter includes at least one of a signaling radio bearer SRB2 configuration parameter or a data radio bearer DRB configuration parameter. The network-side device sends only the RRC connection reestablishment indication message, thereby effectively reducing a reestablishment delay and physical resource overheads.

    Abstract: A mobility management method, user equipment, and a network device are provided. The mobility management method includes: receiving, by user equipment UE in a connected state, a handover-free UE identifier from a network device, where the handover-free UE identifier is used to uniquely identify the UE in a handover-free state in a handover-free area, and the handover-free area includes at least two cells; entering, by the UE, the handover-free state after meeting an activation condition, where in the handover-free state, the UE stores the handover-free UE identifier and a connection context that is of the UE in the connected state, and the UE does not execute a handover procedure when the UE moves in the handover-free area; sending, by the UE, the handover-free UE identifier to the network device after the UE determines that a deactivation condition is met.

    Abstract: Embodiments of the present invention disclose a random access method and an apparatus. According to the random access method disclosed in the embodiments, first downlink assignment information is obtained in a manner of a mapping relationship between first downlink assignment information and a preamble, where the first downlink assignment information is downlink assignment information used by a random access response message, and scheduling signaling of the random access response message does not need to be retransmitted by using the PDCCH channel, thereby resolving problems of a channel resource waste and an access delay in an existing random access method. The problems are caused because the PDCCH channel is used to retransmit the scheduling signaling of the random access response message.

    Abstract: Embodiments provide a communication method, terminal, and a base station. The method includes: receiving, by terminal, a reference signal sent by a base station; and obtaining, by the terminal, channel energy of a narrow beam by measuring the reference signal, where the narrow beam is a directional beam. According to the communication method in the embodiments of the present disclosure, the terminal may obtain the channel energy of the narrow beam by measuring the reference signal. Compared with the prior art in which channel energy of a narrow beam is measured on a base station side, a difference is that the terminal can more accurately estimate the channel energy of the narrow beam. That is, the channel energy of the narrow beam estimated by the terminal can more accurately reflect channel quality, and transmission efficiency can be improved.
