    Abstract: The present invention provides a resource allocation method, a base station, and user equipment. The method includes: receiving, by a second base station, resource configuration information of a first base station; and sending, by the second base station, the resource configuration information of the first base station to user equipment (UE), where the resource configuration information of the first base station is used to configure a resource for device-to-device (D2D) communication between the UE and the second base station. According to the method provided in embodiments of the present invention, the UE can perform D2D communication with the second base station or a core network by using the resource configured by using the resource configuration information of the first base station. Therefore, an uplink resource or a downlink resource of the first base station can be reused by the UE, thereby improving resource utilization of a communications system.

    Abstract: Embodiments of the present disclosure provide a monitoring report generation method where the method includes: receiving a monitoring parameter broadcast by a base station; monitoring energy of each discovery resource in a resource pool within a discovery time domain; determining a busy resource and an idle resource; and generating a monitoring report when a proportion of the busy resource or the idle resource in a predetermined quantity of consecutive discovery time domains meets a reporting condition corresponding to the busy resource or the idle resource, and sending the monitoring report to the base station. This resolves a problem in the related technology that: because D2D user equipment cannot accurately obtain a quantity of resource collision times in a cell, the base station cannot accurately learn a resource status in the cell, and it is ensured that the base station can accurately learn the resource status in the cell.

    Abstract: The present invention relates to the field of communications technologies and discloses a tunnel establishment method and apparatus. Even if an entity for executing the solution is not changed, a type of a tunnel established for each service of a terminal may be the same or may be different. For example, a first tunnel and a second tunnel may be established for a current service of the terminal, and a third tunnel may be established for a next service of the terminal. This eases congestion in a backbone network between a secondary access network node and a primary access network node. Alternatively, this avoids using a directly connected tunnel as a tunnel established between the secondary access network node and a core network user plane node when a core network control plane node needs to receive and send too much path switching signaling.
