    Abstract: When a serving base station encounters a trigger for handover of a UE to a target base station, the serving base station will responsively predict whether, before the serving base station would direct the UE to handover to the target base station, an inactivity timer for the UE will expire, and the serving base station will then control the handover based on that prediction. For instance, responsive to the predicting being that the inactivity timer will expire before the serving base station would send a handover command message to the UE, the serving base station could forgo engaging in handover-preparation signaling with the target base station for the handover, instead allowing the UE to transition to idle mode upon expiration of the timer, at which point the UE could then engage in idle-mode handover to the target base station.

    Abstract: A method and system to help facilitate communication between a user equipment device (UE) and an access node that is serving the UE, in a scenario where a bearer is configured for the UE, the bearer having a defined set of quality-of-service (QoS) requirements for communication of user-plane data on the bearer. When wireless coverage of the UE from the access node is threshold poor, the access node and a supporting core network could interwork to loosen the set of QoS requirements of the bearer in an effort to avoid loss of the bearer. And upon loosening of the set of QoS requirements, the access node could invoke Packet Data Convergence Protocol (PDCP) duplication for the communication between the UE and the access node on the bearer, to help improve quality of the communication between the UE and the access node in presence of the threshold poor wireless coverage.

    Abstract: When a first access node is considering setup of dual-connectivity service for a UE, the first access node could take into consideration a group delay variation of each of one or more candidate second access nodes, in order to decide whether to set up the dual-connectivity service for the UE and/or to decide which of the multiple second access nodes to use for the UE's dual-connectivity service. For instance, the first access node may decide to use a given candidate second access node for the dual-connectivity service of the UE, with the decision being based on the given candidate second access node having a lower group delay variation than one or more other candidate second access nodes.

    Abstract: Disclosed are methods and systems to facilitate management of carriers to help ensure QoS for single-carrier UEs. In particular, a base station may serve one or more first user equipment devices (UEs) on just a first carrier. While doing so, the base station may determine that each of the one or more first UEs being served on just the first carrier is receiving threshold low quality of service from the base station on the first carrier. Responsive to this determining, the base station may (i) select one or more second UEs based on the one or more second UEs being served by the base station on both the first carrier and one or more other carriers and (ii) discontinue serving each selected second UE on the first carrier while continuing to serve each selected second UE on one or more other carriers.

    Abstract: A mechanism for controlling secondary-coverage scanning for configuring dual-connectivity. A computing system establishes for a primary access node a scan list of secondary cells based on the primary access node having an X2 interface for each secondary cell and having received a threshold extent of B1 measurement reporting indicating threshold strong coverage of the secondary cell for configuration of dual-connectivity. Further, the computing system establishes for each secondary cell of the scan list a respective B1 measurement threshold based on evaluation of performance history of the secondary cell such as based on extent of secondary-access-node-addition failures involving the secondary cell and/or based on communication-quality metrics such as error rate or retransmission rate. The computing system then configures the primary access node to provide a B1 measurement object conveying the scan list with measurement thresholds.

    Abstract: A cell site that has multiple first-RAT carriers will monitor a capacity demand respectively of each first-RAT carrier, with capacity demand representing an extent to which adding more service capacity could be useful in view of the state of service on the 4G carrier. Further, the cell site will dynamically allocate resources of a second-RAT carrier for use in dual-connectivity service of UEs served on various ones of the first-RAT carriers, with the allocation being based on the capacity demands of the various primary-RAT carriers. For instance, if a first first-RAT carrier has a higher capacity demand than a second first-RAT carrier, then the cell site could allocate a more resources of the secondary-RAT carrier for use in dual-connectivity service of UEs served on the first first-RAT carrier than for use in dual-connectivity service of UEs served on the second first-RAT carrier.

    Abstract: When a base station is serving a plurality of UEs, the base station detects that a load level on a first RF carrier is greater than a threshold load level. The base station then decides, based at least in part on whether a UE is capable of being served by the base station on a second RF carrier, whether to limit allocation of resource blocks on the first RF carrier to the UE. The base station may then establish or modify an air interface connection with the UE to encompass resource blocks on the first RF carrier and/or resources blocks on one or more other RF carriers, in accordance with the limited allocation.
