Abstract: Disclosed herein are a method and apparatus for video encoding and decoding using picture partition information. Each of the pictures in a video is partitioned into tiles or slices based on picture partition information. Each picture is partitioned using one of at least two different methods based on the picture partition information. The picture partition information may indicate two or more picture partitioning methods. The picture partitioning methods may be changed either periodically or according to a specific rule. The picture partition information may describe such a periodic change or the specified rule.

Abstract: Disclosed herein are a method and apparatus that adaptively perform encoding and decoding based on image quality. An encoding apparatus may determine optimal Frames Per Second (FPS) for a video and may encode the video based on the determined FPS. Further, the encoding apparatus may provide improved temporal scalability. A decoding apparatus may select a frame to be displayed from among frames of a video depending on a required minimum satisfied user ratio. Through the selection of the frame, the decoding apparatus may provide improved temporal scalability.

Abstract: Disclosed herein are a method, apparatus, and storage medium for image encoding/decoding. In the image decoding method, whether filtering is to be performed across a boundary of a target block is determined, and filtering strength for the boundary of the target block and the number of samples to be used for filtering are determined. Based on this determination, filtering across the boundary of the target block is performed. When the filtering strength and the number of samples are determined, coding parameters related to the target block and a neighbor block, such as a block size and a prediction mode, are used.

The determination is performed based on the shape of the target block. When the prediction mode is determined to be available for the target block, information indicating whether the prediction mode is to be used for the target block is signaled.

Abstract: Disclosed herein are a decoding method and apparatus and an encoding method and apparatus that perform inter-prediction using a motion vector predictor. For a candidate block in a col picture, a scaled motion vector is generated based on a motion vector of the candidate block. When the scaled motion vector indicates a target block, a motion vector predictor of the target block is generated based on the motion vector of the candidate block. The motion vector predictor is used to derive the motion vector of the target block in a specific inter-prediction mode such as a merge mode and an AMVP mode.

Abstract: A method and apparatus for image compression using a latent variable are provided. The multiple components of the latent variable may be sorted in order of importance. Through sorting, when the feature information of only some of the multiple components is used, the quality of a reconstructed image may be improved. In order to generate a latent variable, the components of which are sorted in order of importance, learning may be performed in various manners. Also, less important information may be eliminated from the latent variable, and processing, such as quantization, may be applied to the latent variable. Through elimination and processing, the amount of data for the latent variable may be reduced.

When the selected prediction mode includes a plurality of prediction modes, a prediction mode to be used for prediction of the target block may be decided on among the plurality of selected prediction modes through signaling of the prediction mode decision information.

A decoding apparatus may determine, based on filtering information, whether to perform filtering on a target, and may perform filtering on the target. The decoding apparatus may receive filtering information from the encoding apparatus through a bitstream or may derive filtering information using additional information.
