Abstract: A method and an apparatus for transmitting or receiving information are provided. The method includes: receiving, by a terminal device, indication information from a network device, where the indication information indicates a timing adjustment parameter, the timing adjustment parameter is to be used by the terminal device to determine transmit timings on a first uplink carrier and a second uplink carrier, the first uplink carrier is an uplink carrier of a first radio access technology, and the second uplink carrier is an uplink carrier of a second radio access technology; and determining, by the terminal device, the timing adjustment parameter based on the indication information.

Abstract: This application relates to the field of wireless communications technologies, and discloses an encoding method and apparatus, to improve accuracy of reliability calculation and ordering for polarized channels. The method includes: obtaining a first sequence used to encode K to-be-encoded bits, where the first sequence includes sequence numbers of N polarized channels, the first sequence is same as a second sequence or a subset of the second sequence, the second sequence comprises sequence numbers of Nmax polarized channels, and the second sequence is the sequence shown in Sequence Q11 or Table Q11, K is a positive integer, N is a positive integer power of 2, n is equal to or greater than 5, K≤N, Nmax=1024; selecting sequence numbers of K polarized channels from the first sequence; and performing polar code encoding on K the to-be-encoded bits based on the selected sequence numbers of the K polarized channels.

Abstract: A rate matching method including: determining a receiving capability of a receive end, where the receiving capability is used to indicate a maximum data processing volume of the receive end in a first transmission time, and/or the receiving capability is used to indicate a maximum data buffer volume of the receive end in a first transmission time; the first transmission time is used to transmit a first transport block to which a first code block belongs; determining NCB based on the receiving capability, where NCB represents a code block size used for rate matching; performing rate matching on the first code block based on NCB. The receive end can adjust, based on a processing capability and/or a buffer capability that are/is of the receive end in a period of time, the code block size used for rate de-matching, to avoid insufficiency in processing capability and/or buffer overflow at the receive end.

Abstract: A method and device are provided for encoding a master information block (MIB), where the MIB includes indication information, the indication information is used by a terminal device to determine a decoding mode for decoding first information, and the first information includes at least one of a system information block (SIB) 1 and system information (SI); and sending an encoded MIB to the terminal device. The terminal device can determine a correct decoding mode for the SIB and the SI according to the indication information before receiving the SIB and the SI, and then the terminal device can decode the SIB and the SI in the correct decoding mode after receiving the SIB and the SI. The terminal device can flexibly decode the SIB and the SI.

Abstract: Example polar code-based transmission methods and apparatus are provided, to apply polar encoding to a physical broadcast channel (PBCH). One example method includes performing polar encoding on a to-be-encoded first bit sequence by a transmit end to generate an encoded sequence. The transmit end performs a transformation operation on the encoded sequence to obtain a second bit sequence, where the transformation operation includes at least one of scrambling, interleaving, or reordering. The transmit end sends the second bit sequence in M inconsecutive time units, where at least two time intervals between the time units in the M inconsecutive time units are unequal.

Abstract: A terminal device determines a resource of a physical uplink control channel. The physical uplink control channel carries a first encoded bit sequence and a second encoded bit sequence, the first encoded bit sequence is corresponding to first uplink control information, and the second encoded bit sequence is corresponding to second uplink control information. The resource for the physical uplink control channel includes N orthogonal frequency division multiplexing (OFDM) symbol sets. The first encoded bit sequence is carried in an OFDM symbol included in j OFDM symbol sets, the j OFDM symbol sets are a part of or all of of the N OFDM symbol sets, where j is a positive integer less than or equal to N. The terminal device sends, on the resource for the physical uplink control channel, a signal that is generated based on the first uplink control information and the second uplink control information.

The method may further include sending the reference signal on the transmission resource.
