One objective of the present invention is to determine a location for a relay terminal in a radio network, without preparatory surveying a radio status and to arrange the relay terminal at the location. Another objective is to provide a method for retrieving the arranged relay terminal. When a relay terminal is to be arranged, the relay terminal transmits a survey packet to examine the quality of communication with a communication terminal or other relay terminal. Where a location is appropriate, the relay terminal gives a notice. The arranged terminal relays communication. Further, when the relay terminal is to be retrieved, the relay terminal carried by a user transmits a retrieval packet to the arranged relay terminal, which notifies the user of its presence by light, sounds, or returning a packet. In this manner, a single relay terminal provides functions of arrangement, relay and retrieval.

In order to allow efficient use of bandwidth in communication paths in a surveillance system, the surveillance system has an operation unit which assigns fixed bandwidths to each of the communications taking place between camera nodes, which transfer image data at a uniform rate, and monitor nodes. A fixed bandwidth is assigned to, all communications taking place between the operation unit and sensor nodes, which generate alarm information at a non-uniform rate. If there is an increase in network traffic, bandwidth allocations, for communication between the camera nodes and the monitor nodes are reassigned so that bandwidth for these communications is reduced. The camera nodes use the bandwidth assigned to the camera nodes to transfer image data. The sensor nodes transfer alarm information using any bandwidth.

Then, the proxy server selecting server notifies the client of the IP address of the most approximate server to the client in place of the IP address of the server, based on the physical/logical location information, and if necessary, the periodically obtained load information of the proxy servers. The client recognizes the proxy server of the IP address given thereto as the server for providing the target service and then makes access to the proxy server.
