In a technical solution, by obtaining a mapping relationship between a trace control entity (TCE) address and a TCE identifier, and according to the TCE identifier included in the MDT report reported by the UE, a corresponding TCE address is obtained and the MDT report is sent to a TCE corresponding to the TCE address.
