This application provides an information transmission method and apparatus. A terminal receives downlink control information (DCI), wherein a format of the DCI corresponds to a time domain resource set, the time domain resource set comprises first time domain resource. The terminal determines the first time domain resource from the time domain resource set based on the format of the DCI and second information, wherein the second information is carried in the DCI, and the second information indicates the index of the first time domain resource in the time domain resource set. And the terminal performs information transmission on the first time domain resource and through a physical channel.

This application provides an information transmission method and a communications device. The method includes: generating, by a terminal device, a hybrid automatic repeat request-acknowledgment HARQ-ACK codebook corresponding to an ith time domain interval, where the ith time domain interval is any one of N time domain intervals of one slot, i is less than or equal to N, i is a positive integer, and N is a positive integer greater than 1; determining, by the terminal device, a physical uplink control channel PUCCH resource corresponding to the HARQ-ACK codebook; and sending, by the terminal device, the HARQ-ACK codebook on the PUCCH resource.

A measuring method and device before different-frequency handover of a user terminal is provided. The measuring method before different-frequency handover of a user terminal in this embodiment comprises: receiving spectrum information from a non-serving base station, the spectrum information comprising the receiving power of the non-serving base station, and the receiving power of the non-serving base station being the intensity of a sending signal of the user terminal received by the non-serving base station, which is measured by the non-serving base station; obtaining the transmitting power of the user terminal; and when it is judged that the difference between the transmitting power of the user terminal and the receiving power of the non-serving base station is less than a preset threshold, sending a measurement instruction to the user terminal so as to indicate the user terminal to measure the non-serving base station.

When a resource of a first uplink control channel that carries first HARQ-ACK information does not overlap a resource of a second uplink control channel that carries second HARQ-ACK information in time domain, but a resource of a third uplink control channel that carries an SR/CSI overlaps both the resource of the first uplink control channel and the resource of the second uplink control channel in time domain, a base station and UE determine, based on a format of the first uplink control channel, a format of the second uplink control channel, and a format of the third uplink control channel, that third HARQ-ACK information and first UCI are multiplexed for transmission, where the third HARQ-ACK information is the first HARQ-ACK information or the second HARQ-ACK information.

A transmission latency of downlink data is reduced.
