    Abstract: Embodiments of this application provide a solution for network and terminal devices that have inconsistent understandings of retransmission scheduled by using downlink control information (DCI). The solution includes: A network device sends first DCI to a terminal device, and the terminal device receives the first DCI from the network device, where the first DCI includes a first field and a second field, the first field indicates that a retransmitted transport block (TB) exists in a TB scheduled by using the first DCI, and the second field indicates an index of a retransmitted first TB in the TB scheduled by using the first DCI; and the terminal device receives the retransmitted first TB from the network device based on the first field and the second field; or the terminal device sends the retransmitted first TB to the network device based on the first field and the second field.

    Abstract: This application provides a communication method, an apparatus, a device, and a storage medium. The method includes: A first device generates a first orthogonal frequency division multiplexing (OFDM) time domain signal, which occupies one subcarrier in frequency domain and is used by a second device to perform backscatter communication. The first device sends the first OFDM time domain signal to the second device. The first OFDM time domain signal occupies one subcarrier in frequency domain, such that power is concentrated on the subcarrier. When the second device performs backscatter communication based on the first OFDM time domain signal, reliability of backscatter data is improved.

    Abstract: A monitoring method and an apparatus are provided. The method includes transmitting, by a terminal device, first information based on a first repetition number, where the first repetition number is less than or equal to a second repetition number, and the second repetition number is a maximum repeat transmission number of the first information.     Abstract: A message transmission method and device relating to the field of communications technologies are described that improve an anti-interference capability in message transmission. The method includes generating a scrambling code according to a scrambling code initialization seed, wherein the scrambling code initialization seed meets the following expression: cinit=R·2α7+P·(nfmodk+1)·2b7 and then scrambling a message according to the scrambling code. The method further includes sending the scrambled message to a terminal on a physical downlink shared channel. Because the first time parameter has different values at at least two different moments, scrambling codes determined at the at least two corresponding different moments are different. Therefore, a possibility at which the base station uses a same scrambling code to scramble a same system message repeatedly in a time period is reduced, so that an anti-interference capability in system message transmission is improved.
