Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a base station, one or more downlink reference signals. The UE may transmit, to the base station, a random access channel (RACH) message associated with a RACH procedure using a first RACH configuration that is associated with repetitions or a second RACH configuration that is not associated with repetitions based at least in part on whether a measurement of the one or more downlink reference signals satisfies a measurement threshold, wherein a selection of a RACH configuration is evaluated by the UE prior to a transmission of an initial message associated with the RACH procedure. Numerous other aspects are described.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive first information indicating a first set of parameters associated with repetition of a second random access message (RAM) associated with a random access channel (RACH) procedure. The UE may transmit, using the first set of parameters, an initial RAM in association with the RACH procedure. Numerous other aspects are described.

Abstract: The UE may perform a measurement of downlink reference signals from a serving cell and at least one neighbor cell and skip one or more RRM measurements based on a comparison of the measurement for at least one round of measurements and a threshold value. The measurement of the downlink reference signals may include a measurement of a Doppler shift, a measurement of a positioning reference signal, or a measurement of a reception timing drift based on the downlink reference signals.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive system information that indicates whether one or more neighbor cells support access by UEs in a reduced capability category. The UE may perform one or more radio resource management measurements on one or more neighbor cells that are identified as supporting access by UEs in the RedCap category based at least in part on the system information. Numerous other aspects are described.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a network entity, a configuration associated with radio resource management (RRM) measurement relaxation based at least in part on the UE being stationary. The UE may perform RRM measurements based at least in part on the configuration associated with RRM measurement relaxation. Numerous other aspects are described.

Abstract: This disclosure relates to methods, devices, and systems for wireless communications, and more particularly to aggregating physical uplink shared channel (PUSCH) resource units relating to a random access message. A user equipment (UE) may identify a random access message of a random access procedure. The random access message may include a random access preamble and a random access payload. The UE may aggregate multiple PUSCH resource units of a set of PUSCH resource units associated with one or more PUSCH occasions (POs) based on one or more of a payload size of the random access payload or a modulation and coding scheme associated with the random access payload. As a result, the UE may transmit the random access payload of the random access message on a PUSCH using time and frequency resources of the aggregated multiple PUSCH resource units over the one or more POs.
