Abstract: The present disclosure relates to a communication technique for combining, with an IoT technology, a 5G communication system for supporting a data transmission rate higher than that of a 4G system, and to a system therefor. The present disclosure may be applied to intelligent services (e.g., a smart home, a smart building, a smart city, a smart car or connected car, healthcare, digital education, retail business, security and safety-related service, etc.), based on a 5G communication technology and an IoT-related technology. A method for a user equipment in a first communication system according to the present invention comprises steps in which a user equipment in an inactive state: transmits a paging area update request message; checks whether or not a timer associated with a paging area update has expired; and transitions into an idle state if a response message for the paging area update request message has not been received until the timer has expired.

A method for configuring a connection by a terminal is provided, which includes receiving a radio resource control (RRC) message from a base station, determining whether semi-persistent scheduling (SPS) and transmission time interval (TTI) bundling are configured based on the RRC message, determining whether dual connectivity is configured, if the SPS and the TTI bundling are configured, determining whether the TTI bundling is configured for master cell group (MCG) and the SPS is configured for secondary cell group (SCG), if the dual connectivity is configured, and configuring an RRC connection based on the RRC message, if the TTI bundling is configured for the MCG and the SPS is configured for the SCG.

A method by a terminal includes while the terminal is in an inactive mode, receiving a paging message from a base station, identifying a paging identifier included in the paging message, if the paging identifier corresponds to a core network (CN) paging identifier, transmitting a first radio resource control (RRC) message, and if the paging identifier corresponds to a radio access network (RAN) paging identifier, transmitting a second RRC message.

The cell selection method of a terminal includes: receiving, from a base station, first maximum power information, PEMAX1 and second maximum power information, PEMAX2, related to maximum transmission power levels of the terminal on the uplink; calculating a compensation parameter, Pcompensation, related to uplink transmission power of the terminal, using the first maximum power information and the second maximum power information; calculating a cell selection reception level value, Srxlev, using the compensation parameter; and selecting a cell based on the calculated cell selection reception level value.

More specifically, a method of the present disclosure for providing multi-connection of a terminal using different radio access technologies in a wireless communication system comprises the steps of: transmitting/receiving data through a first bearer corresponding to a first communication; transmitting/receiving data through a second bearer corresponding to a second communication; receiving, from a base station, a radio resource control (RRC) message which directs reestablishment of the first bearer as the second bearer or reestablishment of the second bearer as the first bearer; and reestablishing the first bearer or the second bearer on the basis of the RRC message.
