    Abstract: Embodiments of the present invention provide a video signal processing method and device. Particularly, a method for decoding a video signal, may comprise the steps of: checking whether a transfer skip is applied to a current block; obtaining, from a video signal, a transform index for indicating a transform type set applied to the current block when the transform skip is not applied to the current block, wherein the transform type set includes transform types applied to the current block in horizontal and vertical directions; checking whether the transform type set includes DCT2; determining a region to which a primary transform is applied based on a checking result; and performing an inverse transform on the region to which the primary transform is applied in the horizontal and vertical directions using the transform types included in the transform type set.

    Abstract: A method and a device for processing a video signal are disclosed. In particular, a method for decoding a video signal includes parsing a first syntax element indicating a primary transform kernel applied to a primary transform of a current block; determining whether a secondary transform is applicable to the current block based on the first syntax element; if the secondary transform is applicable to the current block, parsing a second syntax element indicating a secondary transform kernel applied to a secondary transform of the current block; deriving a secondary inverse-transformed block, by performing a secondary inverse-transform for a top-left specific region of the current block using a secondary transform kernel indicated by the second syntax element; and deriving a residual block of the current block, by performing a primary inverse-transform for the secondary inverse-transformed block using a primary transform kernel indicated by the first syntax element.

    Abstract: The disclosure discloses a method for processing a video signal and an apparatus therefor. Specifically, the method of processing a video signal based on an inter prediction, comprising: configuring a merge list based on a neighboring block of a current block; adding a history based merge candidate included in a history based merge candidate list to the merge list when a number of a merge candidate included in the merge list is smaller than a first predetermined number; obtaining a merge index indicating a merge candidate used for an inter prediction of the current block within the merge list; and generating a prediction block of the current block based on motion information of a merge candidate indicated by the merge index, wherein a step of adding the history based merge candidate to the merge list comprises checking whether a second predetermined number of the history based merge candidate within the history based merge candidate list has the same motion information as the merge candidate included in the merge list.

    Abstract: A video decoding method performed by a video decoding device according to the present document comprises the steps of: parsing a flag pertaining to a weighted prediction from a bitstream; parsing the syntax of a prediction weighted table from the bitstream based on the flag; performing a weighted prediction for the current block in the current picture based on the prediction weighted table syntax to generate prediction samples for the current block; generating residual samples based on residual information acquired from the bitstream; and generating reconstructed samples for the current block based on the prediction samples and the residual samples, wherein the prediction weighted table syntax can be parsed from the picture header of the bitstream based on the value of the flag being 1, and can be parsed from the slice header of the bitstream based on the value of the flag being 0.
