At this time, additives, such as a catalyst, a surfactant, and the like, are also added into the water soluble medium, as required. By subjecting this solution to, for example, heat, or the like, polycondensation proceeds. In this polycondensation, a strong acid salt is used as a polycondensation promoter. In addition, by using the obtained dispersion of fine resin particles, an electrostatic charge image developing toner is manufactured.
