The method includes: A terminal device receives first downlink control information DCI from a network device through a first physical downlink control channel PDCCH. The first DCI includes a first time domain resource assignment TDRA indicator field, and the first TDRA indicator field is used to indicate a first time domain resource. The terminal device receives or sends data on a second time domain resource after determining the second time domain resource based on a time domain position of the first PDCCH and the first time domain resource. The first time domain resource is different from the second time domain resource. The method is applied to a time domain resource assignment process of the data scheduling.
