Abstract: The disclosure relates to a pre-5th-generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-generation (4G) communication system such as long term evolution (LTE). Embodiments of the disclosure provide a method and device for RRC idle mode uplink transmission. The method may include: receiving a parameter and resource configuration for RRC idle mode uplink transmission; and, transmitting, in a RRC idle mode, uplink data according to preconfigured at least one of a parameter or a resource. The method can improve system transmission efficiency and reduce user equipment power consumption.
