Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a non-terrestrial network (NTN) entity, a message that is associated with an uplink grant. The UE may select, based at least in part on the message, either a cell-specific offset or an updated offset that is indicated after initial access, as a timing offset that accounts for a propagation delay between a base station of the NTN and the UE. The UE may transmit, to the NTN entity, an uplink communication using the timing offset. Numerous other aspects are described.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may transmit, to a base station, a first physical uplink shared channel (PUSCH) using one or more physical layer (PHY) parameters associated with a first block error rate (BLER) target performance. The UE may receive, from the base station prior to expiration of a round trip timer associated with the first PUSCH, downlink control information (DCI) scheduling a second PUSCH and configuring one or more PHY parameters associated with a second BLER target performance. The UE may transmit, to the base station, the second PUSCH using the PHY parameter(s) associated with the second BLER target performance, wherein the second PUSCH includes a retransmission of the first PUSCH or a new transmission based at least in part on a hybrid automatic repeat request process indicated in the DCI. Abstract: Wireless communication systems and methods related to determining a new multimedia broadcast multicast service (MBMS) configuration for a MBMS that is backward compatible with a legacy MBMS configurations. A base station determines a MBMS configuration. The MBMS configuration includes at least one non-optional field that indicates compatibility with a first user equipment (UE) having a first MBMS capability or compatibility with a second UE having a second MBMS capability. The MBMS configuration also includes a sub-carrier spacing indication for a MBMS corresponding to the first MBMS capability or the second MBMS capability. The MBMS configuration is broadcasted to the first UE and the second UE.

Abstract: Disclosed are techniques for wireless communication using satellite access to a wireless network, where a wireless cell supported by a satellite is moving or temporarily fixed. In an aspect, a radio access network (RAN) entity or a user equipment (UE) provides, to a core network entity, an enhanced cell global identifier (CGI), where the enhanced CGI includes at least one field representing a location of the UE. Based on the enhanced CGI, the core network entity determines a location of the UE, and may provide a service to the UE based on the location. A core network may also provide an enhanced CGI to a RAN, e.g., to support wireless emergency alerting to UEs.

Abstract: A scheduling offset between an uplink and downlink radio frame timing structure of a user equipment (UE) may be updated to provide for more efficient utilization of hybrid automatic repeat request (HARQ) processes in a non-terrestrial network. For instance, different UEs may experience different round trip delays (RTDs) with a non-terrestrial cell. Different UEs may be configured with different scheduling offsets such that scheduling delays may be reduced and HARQ processes identifiers may be reused more rapidly. Additionally or alternatively, wireless communications systems may define one or more separation distances (or timing thresholds) for timing between communications and HARQ processes may be reused based on the separation distance threshold (e.g., such that a satellite may reuse a HARQ process ID for two scheduled communications that have not yet been performed by the UE).

Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may receive a control message indicating one or more decryption keys for multicast and broadcast service (MBS) communications within a geographic service area supported by one or more cells of a non-terrestrial network (NTN) or a terrestrial network (TN). The UE may also receive geographic information associated with the geographic coverage area, synchronization information associated with the one or more cells, prioritization information associated with the one or more cells, or a combination thereof. Accordingly, the UE may receive an MBS message via the one or more cells, and may decrypt the MBS message based on the control message, the geographic information, the synchronization information, the prioritization information, or a combination thereof. The techniques described herein may enable the UE to receive encrypted MBS communications within the geographic service area.
