A non-coated gravure printing paper offering good gravure printability—particularly as evidenced in the reduced generation of speckling, was obtained by improving the cushioning property of the paper and thus improving its adhesion with the photogravure cylinder—by means of adding a substance or substances, such as surface-active agents, which will inhibit the binding between pulp fibers in the paper and which, when added to an ideal level of 0.3 weight % of the bone-dry weight of pulp, will reduce the tensile strength of paper in the machine direction by 5 to 40% as measured in accordance with JIS P 8113, compared with the level when no such substance is added.
