Abstract: An encoder includes circuitry and memory. Using the memory, the circuitry: encodes an original image and decodes the original image encoded, to generate a first bitstream and a local decoded image; encodes supplemental information and decodes the encoded supplemental information, to generate a second bitstream and local decoded supplemental information; inputs data based on the local decoded image and the local decoded supplemental information to a post processing network which is a neural network, to cause a reconstructed image to be output from the post processing network, the reconstructed image corresponding to the original image and being to be used to encode a following original image which follows the original image; and concatenates the first bitstream and the second bitstream to generate a concatenated bitstream.

Abstract: A method includes determining a pattern of a change in luminance, by demodulating an identification information to be transmitted with a ceiling light, and transmitting the identification information, by the ceiling light changing in luminance according to the determined pattern of the change in luminance. Additionally, in the determining, a first luminance change pattern, corresponding to a first body, and a second luminance change pattern, corresponding to a first header used for the first body, are determined. Furthermore, in the transmitting, the first header and the first body are transmitted by the ceiling light changing in luminance according to the first luminance change pattern, the second luminance change pattern, and the first luminance change pattern in the stated order.

Abstract: The present disclosure relates to a radio base station serving a user equipment in a first radio cell of a mobile communication system. The radio base station comprises processing circuitry which determines that a neighbor radio base station does not provide a beamformed reference signal to the user equipment. The neighbor radio base station controls the transmission in its neighbor radio cell of an omni-directional reference signal and the beamformed reference signal. A transmitter transmits a reference signal request to the neighbor radio base station. The reference signal request requests the neighbor radio base station to provide the beamformed reference signal to the user equipment. A receiver receives from the neighbor radio base station a reference signal request response, including information on the transmission of the requested beamformed reference signal. The transmitter transmits a notification to the user equipment, comprising information on the requested beamformed reference signal.

Abstract: Provided is an encoder that achieves further improvement. The encoder includes processing circuitry and memory. Using the memory, the processing circuitry: obtains two prediction images from two reference pictures; derives a luminance gradient value of each pixel position in each of the two prediction images; derives a luminance local motion estimation value of each pixel position in a current block; generates a luminance final prediction image using a luminance value and the luminance gradient value in each of the two prediction images, and the luminance local motion estimation value of the current block; and generates a chrominance final prediction image using at least one of the luminance gradient value of each of the two prediction images or the luminance local motion estimation value of the current block, and chrominance of each of the two prediction images.

Abstract: A three-dimensional data encoding method includes: shifting point cloud data indicating three-dimensional positions in a three-dimensional space by a first shift amount; dividing the point cloud data into pieces of sub point cloud data; shifting each of the pieces of sub point cloud data by a second shift amount based on a position of one of the subspaces that includes the sub point cloud data, the pieces of sub point cloud data being included in the point cloud data shifted by the first shift amount; and encoding the pieces of sub point cloud data shifted, to generate a bitstream. The bitstream includes first shift information for calculating the first shift amount, and pieces of second shift information each for calculating a corresponding one of second shift amounts by which the pieces of sub point cloud data are shifted and each of which is the second shift amount.

Abstract: An encoder includes circuitry and memory. Using the memory, the circuitry performs a primary transform on a derived prediction error, performs a secondary transform on a result of the primary transform, quantizes a result of the secondary transform, and encodes a result of the quantization as data of an image. When a current block to be processed has a predetermined shape, the encoder performs the secondary transform using, among secondary transform basis candidates that are secondary bases usable in the secondary transform, only a secondary transform basis candidate having a size that is not largest size containable in the current block.

Abstract: An encoder capable of properly handling an image to be encoded or decoded includes processing circuitry and memory connected to the processing circuitry. Using the memory, the processing circuitry: obtains parameters including at least one of (i) one or more parameters related to a first process for correcting distortion in an image captured with a wide angle lens and (ii) one or more parameters related to a second process for stitching a plurality of images; generates an encoded image by encoding a current image to be processed that is based on the image or the plurality of images; and writes the parameters into a bitstream including the encoded image.
