Abstract: Different implementations are described; particularly implementations for video encoding and decoding using merge lists comprising history-based motion vector predictor candidates and averaged motion vector predictor candidates. The method comprises: determining for a current block of the picture one or more history-based motion vector predictor candidates using motion information of blocks preceding the current block; determining for the current block one or more averaged motion vector predictor candidates by averaging a pair of motion vector predictor candidates in a list of motion vector predictor candidates, wherein the motion vector predictor candidates in the list are formed using motion information of blocks spatially and/or temporally surrounding the current block; and inserting one or more of the averaged motion vector predictor candidates before one or more of the history-based motion vector predictor candidates in the list of motion vector predictor candidates.

Abstract: Significance flags in advanced video compression systems are coded using contexts adaptive to the last N significance flags coded taken in a scanning order. One embodiment uses the last N significance flags in scanning order as a predictor to determine which of a plurality of sets of significance flag contexts to use for coding subsequent significance flags. A second embodiment uses the last N significance flags in scanning order as a predictor in order to modulate the probability value associated with significance flag contexts that are used to code significance flags for future coding.

Abstract: A method and apparatus for conveying information in a bitstream for deep neural network compression, such as in matrices representing weights, biases and non-linearities, to iteratively compress a pre-trained deep neural network by low displacement rank based approximation of the network layer weight matrices. The low displacement rank approximation allows for replacement of an original layer weight matrices of the pre-trained deep neural network as the sum of small number of structured matrices, allowing compression and low inference complexity. A decoder stage parses a bitstream for inference.

A texture map associated with the part can be generated according to the parameter and data associated with the point. The depth map, texture map, parameter, and first information can be included in respective syntax elements of a bitstream.

Abstract: The method for intra frame prediction allows for the recovery of some intra directional modes that are otherwise rendered useless due to the classical padding process. Directional modes are recovered by filling pixel locations in the prediction unit with samples from the portion of the unit that is determined to have samples available for use using a counterpart directional mode to the one that is useless. When it is determined that reference samples are missing for a particular prediction unit or portion thereof given a particular directional mode, a determination is made about whether reference samples along another portion of the prediction unit are available. The other portion is the side of the prediction unit at an opposite end of the particular directional mode. When it is determined that such reference samples are available, it is possible to extend the number of intra directional modes by replacing the particular directional modes that are rendered useless, because of the unavailability of reference samples, with their counterpart directional modes that are oppositely directed.

Abstract: Different implementations are described, particularly implementations for video encoding and decoding based on a linear model responsive to neighboring samples are presented. Accordingly, for a block being encoded or decoded in a picture, refined linear model parameters are determined for a current subblock in the block and for encoding the block, the local illumination compensation uses a linear model for the current subblock based on the refined linear model parameters. In a first embodiment, the number N of reconstructed samples increases with the available data for the subblock. In a second embodiment, partial linear model parameters are determined for the subblock and refined linear model parameters are derived from a weighted sums of partial linear model parameters. In a third embodiment, the subblocks are independently LIC processed.
