Abstract: When triggering a handover request, a source network device requests a measurement indication from a target access network device using the handover request, where the measurement indication indicates the terminal device to measure a channel state of a target cell. In this way, the source network device sends the measurement indication to the terminal device using an RRC reconfiguration message. Then, the terminal device measures the specified channel state of the target cell based on the measurement indication, to obtain a measurement result, and then determines, depending on whether the measurement result meets a handover condition, whether to perform cell handover.

Abstract: The embodiments of this application provide a communication method and an apparatus, and relate to the field of communications technologies, to successfully report MCG link failure information. The method includes: When a terminal device sends a first data unit to a first access network device via an MCG split bearer, the terminal device determines that an MCG link failure occurs. In addition, the terminal device sends a second data unit to a second access network device via an SCG split bearer, so that the second access network device sends the second data unit to the first access network device, where the second data unit includes information used to indicate the MCG link failure.
