    Abstract: A method and apparatus are disclosed. In an example from the perspective of a User Equipment (UE), the UE initiates a random access procedure. The UE receives a Physical Downlink Control Channel (PDCCH) transmission. The UE determines whether contention resolution associated with the random access procedure is successful. If the initiating the random access procedure is performed for Special Cell (SpCell) beam failure recovery, the determining whether the contention resolution is successful is based on whether the PDCCH transmission is addressed to a Cell Radio Network Temporary Identifier (C-RNTI) of the UE. If the initiating the random access procedure is performed for Secondary Cell (SCell) beam failure recovery, the determining whether the contention resolution is successful is based on whether the PDCCH transmission is addressed to the C-RNTI of the UE and whether the PDCCH transmission contains an uplink (UL) grant for a new transmission.

    Abstract: A method and device are disclosed from the perspective of a User Equipment (UE). In one embodiment, the method includes the UE receiving a first Physical Downlink Control Channel (PDCCH)-related configuration in system information. The method further includes the UE initiating a Small Data Transmission (SDT) procedure in RRC_INACTIVE state, wherein the SDT procedure comprises a Random Access (RA) procedure and at least one subsequent transmission after the RA procedure. The method also includes the UE monitoring PDCCH, based on the first PDCCH-related configuration, during the RA procedure in RRC_INACTIVE state. In addition, the method includes the UE monitoring the PDCCH, based on a second PDCCH-related configuration, for the at least one subsequent transmission in RRC_INACTIVE state if the second PDCCH-related configuration is received by the UE.

    Abstract: A method and apparatus are disclosed from the perspective of a UE (User Equipment). In one embodiment, the method includes the UE receiving an SCell activation/deactivation MAC (Medium Access Control) control element to activate the SCell. The method further includes the UE activates the SCell based on the SCell activation/deactivation MAC control element. The method also includes the UE receiving a beam indication by a MAC control element via the PCell, wherein the beam indication includes a cell index and the beam indication is used to derive at least one beam to be used in the SCell. In addition, the method includes the UE using the at least one beam for a DL (Downlink) transmission or an UL (Uplink) transmission in the SCell.

    Abstract: A method and apparatus are disclosed. In an example from the perspective of a User Equipment (UE), the UE receives, via a Radio Resource Control (RRC) message, a resource configuration of a first configured grant to be used in RRC inactive state. The UE performs a first new transmission using the first configured grant in RRC inactive state. After the performing the first new transmission, the UE receives an uplink grant in RRC inactive state via Physical Downlink Control Channel (PDCCH). The UE determines whether the uplink grant is for performance of a second new transmission or for performance of a first retransmission.     Abstract: A method and apparatus are disclosed. In an example from the perspective of a User Equipment (UE), the UE keeps a dedicated Preconfigured Uplink Resources (PUR) configuration when the UE is in Radio Resource Control (RRC) idle state and a serving cell of the UE is a second cell, wherein the UE is configured with the dedicated PUR configuration in a first cell different than the second cell. The UE selects a third cell during a RRC connection re-establishment procedure. In response to the selecting the third cell, the UE determines whether or not to release the dedicated PUR configuration based upon whether or not the third cell is the same as the first cell, wherein the determining whether or not to release the dedicated PUR configuration is performed when the UE is in RRC connected state.
