Abstract: Embodiments of this application relate to the field of communications technologies, and disclose a service setup method and a device, to resolve a problem that a service cannot be normally executed. The method includes: receiving, by an access network device, a first setup request; sending a first setup response to a first core network device or a first service application server, where the first setup response is used to indicate that the access network device accepts the first setup request; when radio channel quality of a first cell of a first network in which UE is located does not satisfy a service requirement of a first service carried in the first setup request, handing over the UE to a second cell of the first network, or handing over the UE to a third cell of a second network.

Abstract: This disclosure provides a service communication method and a device, and relates to the field of communications technologies. A solution carried out by access network device is: receiving, from a core network device, a bearer setup request message for requesting to set up a bearer for a service, where the bearer setup request message carries a service requirement of the service; setting up the bearer for the service; sending a bearer setup response message to the core network device, where the bearer setup response message is used to notify the core network device that the access network device has set up the bearer for the service; and sending, a bearer deletion request message to the core network device when the access network device determines that radio channel quality provided by the access network device does not meet the service requirement.

Abstract: Embodiments of this application provide a session management method, an interworking method between different systems, and a network apparatus. The session management method includes: when establishing a guaranteed bit rate (GBR) flow of a terminal device in a first communications system, determining, by a session management network element in the first communications system, that the GBR flow is a GBR flow required for handing over the terminal device from the first communications system to a second communications system; and establishing, by the session management network element for the GBR flow, a session context corresponding to the second communications system. The methods and the network apparatus are used to resolve a technical problem of resource waste existing in a handover method in the prior art.

Abstract: In a network handover method, after UE located on an LTE network initiates a request message that requests CSFB, an MME instructs an enodeB to move the UE from the LTE network to a 2G or 3G network, and requests an MSC to hand over the UE from the LTE network to a CS domain of the 2G or 3G network for the CSFB, so that the 2G or 3G network allocates a CS domain resource to the UE. Further, by determining that an IMS voice session does not exist, it is identified that the handover of the UE from the LTE network to the CS domain of the 2G or 3G network is triggered by the CSFB, so as to ensure that handover from the LTE network is properly performed.

Abstract: The present invention discloses a network handover method, where in a process of implementing circuit switched fallback, handover from an LTE network to a 2G or 3G network is triggered, so that UE can be directly handed over from the LTE network to a CS domain of the 2G or 3G network, and the network or the UE uses a session generated in the process in which the called party is handed over from the LTE network to the CS domain of the 2G or 3G network. Therefore, a common called procedure does not need to be performed after the UE is handed over from the LTE network to the 2G or 3G network, thereby shortening time for which a user waits before the voice session is connected.
