Abstract: Generally, the described techniques provide for a core network signaling to a base station a delay budget configuration that indicates a determined latency for communications between a core network, base station, and a user equipment (UE). In some cases, the core network may determine a first variable delay budget between the core network and a base station based on capability information associated with the wireless communications system. The core network may transmit the delay budget configuration to the base station, where the delay budget configuration may include the first delay budget. The base station may be able to determine a delay between the UE and the base station based on the delay budget configuration. Using the delay budget configuration, the base station may then schedule communications with the UE.

Abstract: Creation or update of a security context between user equipment and MSC/VLR (Mobile Switching Center/Visitor Location Register) for circuit switched domain services is provided. The creation or update is based on conversion of the security context used in an evolved Universal Terrestrial Radio Access Network (E-UTRAN) in the Mobility Management Entity (MME) to a security context for the circuit switched domain target system and transferring it to a MSC/VLR. When user equipment is moved from E-UTRAN to GSM EDGE Radio Access Network/Universal Terrestrial Radio Access Network (GERAN/UTRAN), a MME does not need to perform authentication and key agreement procedures to establish shared circuit switched security context for the user equipment.

Abstract: A technique is disclosed to minimize service interruption at a wireless user equipment device during a handover by maintaining dual active connections during the handover. Upon initiating the handover, an initial/first connection with a first access node is maintained while establishing a second connection with a second access node. The user equipment device can receive data over the first connection and second connection during the handover. The first connection may be terminated (by the user equipment device or by timing out due to inactivity) after the handover is completed. Other aspects, embodiments, and features are also claimed and described.

Abstract: A technique is disclosed to facilitate dual active connections by a UE device using a transmitter. A first connection is established with a first access node for wireless communication services. A first coexistence indicator provided/sent by the UE device to the first access node indicating that the UE device supports multiple concurrent connections. In response to providing the first coexistence indicator, the UE device receives a first transmit pattern and a first receive pattern. The transmitter may be configure to transmit according to the first transmit pattern for the first connection while sharing transmission resources with at least one other connection. Other aspects, embodiments, and features are also described and claimed herein.
