A decoder for a digital TV receiver is disclosed. The present decoder improves the picture quality of a video signal down converted when an SD class TV receiver receives an HD class video signal. Generally, the decoder receives data in block units, converts a format of the data into a format for display, memorizes the data, processes the memorized data, and displays the processed data by converting the format to include more horizontal color signals than vertical color signals, memorizing and reproducing the data in downsampling the data in block units in a given ratio, and storing the data.

An apparatus and method for controlling a display time point of an MPEG bit stream of a recording medium which is capable of controlling accurately a display time point of an MPEG bit stream in case that an MPEG bit stream of a recording medium is processed to be displayed according to a special decoding command and returns to a normal decoding command. The apparatus for controlling a display time point of an MPEG bit stream of a recording medium includes: a crystal oscillator for generating a system clock frequency; a counter being initialized according to a system clock reference (SCR), for receiving the system clock frequency from the crystal oscillator, counting it and outputting a system time clock (STC), in a normal decoding mode; a PTS (Presentation Time Stamps) controller for receiving and storing a presentation time stamp of a predetermined picture in a special decoding mode, and outputting the stored presentation time stamp as an initial value of the counter if it returns to a normal mode; and a comparator for receiving the system time clock (STC) from the counter and a presentation time stamp (PTS) of a predetermined picture, comparing them and outputting a display command signal in case that the system time clock (STC) and the presentation time stamp (PTS) of a predetermined picture are identical to each other upon comparison.

The method and apparatus for eliminating noise in a video signal encoder according to the present invention divides an input video signal into a noise component and a pure video signal component and performs filtering gain control taking account of a rate of energy of the noise and pure signal, thereby performing the exact filtering with respect to an actual noise component and improving picture quality. The present invention also extracts a noise filtered signal component in advance, performs filtering of the remaining signal through gain control, and combines the extracted pure signal component and the filtered remaining signal, thereby eliminating the noise while keeping the resolution of the signal. If the video signal is processed in the unit of blocks, the noise filtering is performed considering this fact, thereby reducing blocking effect and improving picture quality.

The present invention provides a method of producing composite oxide ceramics which is capable of efficiently producing single-phase multi-component metal oxide ceramics having less impurity phase and excellent dielectric characteristics, by a simple process comprising sintering at a low temperature. The method has the steps of mixing a metallic hydroxide or hydrous gel with a plurality of metallic oxide powders to prepare a raw material mixture powder, activating the raw material mixture powder by mechanochemical treatment for grinding the raw material mixture powder with a degree of impact, which provides a centrifugal effect of 15 or more, to form a precursor, and synthesizing composite oxide ceramics by heat treatment of the activated raw material mixture powder (precursor).
