    Abstract: An information transmission method, a UE, a network device, and a medium are provided. A UE receives a service start moment of a first satellite cell, and determines the service start moment of the first satellite cell as a service start moment of an incoming satellite cell that provides service for the UE; or the UE receives first satellite cell list information, which includes a service start moment of at least one satellite cell and may further include coverage area information of the at least one satellite cell, acquires from the first satellite cell list information a satellite cell capable of covering a position of the UE, and takes the service start moment of the satellite cell as a service start moment of an incoming satellite cell.

    Abstract: Disclosed are a mobility management method, a radio access network, a terminal and a computer storage medium, which are used for solving the technical problem in the prior art of the signaling load and handover delay of a radio access network being relatively high when cell handover is carried out in a non-ground mobile communication network. The method includes: sending, to a terminal, a configuration message for carrying out neighbor cell signal measurement or position measurement, such that the terminal reports, according to the configuration message, neighbor cell signal strength or terminal position information, wherein the terminal position information includes a GPS position of the terminal; and after a measurement report, which is reported by the terminal and includes the neighbor cell signal strength or the terminal position information, has been received, according to the measurement report and position information of an NG-RAN, determining whether a specified condition allowing the terminal to carry out neighbor cell handover is satisfied, and if so, sending a cell handover message to the terminal, such that the terminal is handed over from the current cell to a target cell, wherein the specified condition is a condition allowing the terminal to carry out neighbor cell handover.

    Abstract: The present application provides a data transmission method, a device, and a storage medium. An anchor base station initiates radio paging to a terminal, and initiates RAN paging to a non-anchor base station in an RNA after receiving a downlink small data packet from a core network that is sent to the terminal in an RRC Inactive state; a radio paging message and an RAN paging message include indication information on downlink small data transmission (SDT); and after receiving the radio paging message, the terminal resumes SDT-related configuration in the RRC Inactive state, and the anchor base station sends the downlink small data packet to the terminal directly or through the non-anchor base station.
