    Abstract: A pair of insulating substrates, at least one of which provides a group of electrodes on the inside surface, are positioned in spaced parallel relation having inside surfaces opposite each other with a gap filled with ionizable gas. The surface of the group of electrodes is covered with a dielectric layer, and this dielectric layer is covered with a material having a high secondary electron emissivity by introducing a fluid which includes alkali metal into the above-mentioned gap. Further, the dielectric layer is composed of a material having small activity with alkali metal.
