The AN receives the transmission inactivity notification and determines to transition the UE from a first state to a second state based at least in part on the received transmission inactivity notification, the second state associated with lower-power consumption of the UE than the first state. In another embodiment, the AN can send instructions to the UE to prohibit the UE from sending transmission inactivity notifications.
