Abstract: A resource configuration method includes determining, by a base station, a physical multicast channel (PMCH) resource area and a non-PMCH resource area in a resource of a data frame used for transmitting a multicast or broadcast signal, where the PMCH resource area is used to carry a PMCH, and the non-PMCH resource area is used to carry a physical downlink channel; and sending, by the base station, resource configuration information to a user equipment, where the resource configuration information contains at least one of a resource identifier corresponding to the PMCH resource area and a resource identifier corresponding to the non-PMCH resource area.
