A terminal device sends first information to a network device, where the first information indicates a reported gap, receives second information sent by the network device, and determines a configuration condition of a first gap and a configuration condition of a second gap based on the second information. The terminal device determines a target gap based on the reported gap, the configuration condition of the first gap, and the configuration condition of the second gap, and detects a wake-up signal at a detection position before a start position of the first paging opportunity in a paging time window, where the detection position is determined based on the target gap and maximum duration of the wake-up signal.
