The present invention discloses a service data scrambling method, a service data descrambling method, an apparatus, and a system, and relates to the communications field. The service data scrambling method includes: receiving service data; using a service characteristic corresponding to the service data as a part of a scrambling parameter; generating a scrambling sequence according to the scrambling parameter; scrambling the service data according to the scrambling sequence; and sending the service data. According to the present invention, it is resolved that relatively great interference is generated when multiple pieces of different service data are simultaneously transmitted in a same service area, and achieving an effect that interference between different service data sent simultaneously in the same service area can be reduced to a great extent.

A data transmission method and apparatus, a base station, and a user equipment are disclosed. The method includes: obtaining a size and priority information of a first data packet that needs to be transmitted; determining a transmission bandwidth used for transmitting the first data packet; if the transmission bandwidth is less than the size of the first data packet and active packet discarding is allowed according to the priority information of the first data packet, processing the size of the data packet to obtain a second data packet, where a size of the second data packet is less than the transmission bandwidth; and sending the second data packet to a user equipment by using the transmission bandwidth.

Embodiments of the present invention provide a method and a device for scheduling downlink data transmission, includes: sending scheduling basic information to a user equipment; receiving a scheduling request reported by the UE, where the scheduling request carries at least one scheduling parameter that is determined by the UE according to the scheduling basic information; determining whether the scheduling parameter determined by the UE in the scheduling request needs to be modified; sending a scheduling request response to the UE according to a result of the determining, where the scheduling request response indicates whether the scheduling parameter determined by the UE in the scheduling request needs to be modified; and if it is determined that there is a scheduling parameter that needs to be modified, sending, to the UE, a modified parameter value of the scheduling parameter that needs to be modified.

The present invention relates to the field of mobile communications, and provides a downlink data transmission method, a base station, and a user equipment. The method includes: assigning, by a base station, a first downlink data channel resource to N user equipments UEs, where N is an integer greater than 1; assigning, by the base station, a first downlink control channel resource to the N UEs; and sending, by the base station, first data on the first downlink data channel resource, and sending first scheduling control signaling on the first downlink control channel resource, where the first scheduling control signaling is used to notify the N UEs of the first downlink data channel resource, so that the N UEs receive the first data on the first downlink data channel resource.
