    Abstract: The disclosure provides system information transfer methods and apparatuses. One example includes that a terminal device sends a first request to a radio access network (RAN) device, where the first request is used by the terminal device to establish a radio resource control (RRC) connection to a first cell controlled by the RAN device. The first request includes first information. The first information indicates at least one of the following: the terminal device expects to access a second cell, a second cell that the terminal device expects to access, or at least a part of an identifier of the terminal device.     Abstract: The present invention discloses a downlink interference management method, applied to interference coordination between a serving base station of a cell serving at least one first user equipment and a neighboring-cell base station of the cell, including: obtaining, by the serving base station, downlink interference overload information, where the downlink interference overload information is used to indicate an interfered-with transmission resource of the first user equipment; and sending, by the serving base station, the downlink interference overload information to the neighboring-cell base station, so that the neighboring-cell base station performs interference coordination on the transmission resource. The downlink interference overload information sent by the serving base station to the neighboring-cell base station may instruct the neighboring-cell base station to perform interference coordination on the interfered-with transmission resource.

    Abstract: Solutions for determining subframe configuration of a cell cluster are provided. In one example method, is obtained by a central control node, the radio resource information required by enhanced interference management and traffic adaptation eIMTA terminals and radio resource information required by conventional terminals in the cell cluster, where the cell cluster includes multiple cells. A TDD subframe configuration of the cell cluster is determined according to the radio resource information required by the eIMTA terminals and the radio resource information required by conventional terminals in the cell cluster. Each cell in the cell cluster is notified of the TDD subframe configuration information of the cell cluster, allowing the implementation of flexible TDD subframe configuration for terminals of different types in the cell cluster.
