An outer circumferential surface of the left end of the suction pipe 73 on the first support member side is connected to be able to relatively rotate to an inner circumferential surface at the lower end of a second communicating pipe 74. A seal mechanism 8 is provided in the connection portion, preventing the external air from being sucked into the second communicating pipe 74.
