Abstract: A method and apparatus of video coding using Inter prediction with offset derived from neighbouring reconstructed pixels are disclosed. According to the present invention, the NRP (neighbouring reconstructed pixels) in one or more first neighbouring areas of a current block and the EMCP (extended motion-compensated predictors) in one or more second neighbouring areas of a motion-compensated reference block corresponding to the current block are determined. One or more prediction offsets between first pixel values of the NRP and second pixel values of the EMCP are determined. The current block is encoded or decoded using information including the prediction offset(s). The prediction offset may correspond to a single offset used for a whole block. Individual offsets may also be used the pixels of the current block.

Abstract: In one method, the current block is partitioned into multiple final sub-blocks using one or more stages of sub-tree partition comprising ternary tree partition and at least one other-type partition, where ternary partition tree is excluded from the sub-tree partition if a current sub-tree depth associated with a current sub-block is greater than a first threshold and the first threshold is an integer greater than or equal to 1. In another method, if a test condition is satisfied, the current block is encoded or decoded using a current Inter mode selected from a modified group of Inter tools, where the modified group of Inter tools is derived from an initial group of Inter tools by removing one or more first Inter tools from the initial group of Inter tools, replacing one or more second Inter tools with one or more complexity-reduced Inter tools, or both.

Abstract: A method and apparatus for video coding using flexible quadtree and binary tree block partition are disclosed. According to this method, a current block is partitioned into multiple final sub-blocks using one or more stages of quadtree partitioning and binary tree partitioning, where at least one sub-block is generated by applying the quadtree partitioning to one previous sub-block generated by the binary tree partitioning. According to another method, one or more horizontal splitting flags and one or more vertical splitting flags are used for determining block partition of the current block into multiple sub-blocks using one or more stages of quadtree partitioning and binary tree partitioning. Multiple sub-blocks partitioned from the current block are determined according to the horizontal splitting flags and the vertical splitting flags. The multiple sub-blocks are then encoded or decoded.

Abstract: A method and apparatus for video encoding and decoding with affine motion compensation are disclosed. An embodiment of the method receives input data associated with a current block coded or to be coded in an affine mode. Two or more motion vectors of a neighboring block are retrieved from a buffer, where at least one of the retrieved motion vectors is not corresponding to a sub-block in a first neighboring block row or a first neighboring block column. The method derives an affine candidate including affine motion vectors using the retrieved two or more motion vectors, and encodes or decodes the current block by predicting the current block using one or more motion compensated blocks by the derived affine candidate. The buffer for affine candidate derivation stores selective motion vectors less than all motion vectors of coded blocks in the current picture.
