A set of first parameters (f1) is calculated on the basis of a length (D) of encoded input data and a set of second parameters (f2) is calculated on the basis of a set of prime numbers constituting a value of the length (D) of the input data. Interleaving is performed on the basis of the set of first parameters (f1), the set of second parameters (f2), and the length (D) of the input data.
