    Abstract: Certain aspects of the present disclosure provide techniques for communicating a user equipment (UE)'s capabilities to a network entity, such as a base station. An example method that may be performed by a UE includes transmitting a first message to a network entity, the first message comprising a base identification and a delta flag, wherein the base identification identifies base capabilities of the UE, and wherein the delta flag indicates whether there is delta information to be shared by the UE, the delta information corresponding to changes to the base capabilities of the UE. The method further includes determining whether to transmit a third message to the network entity based on whether the UE receives a second message from the network entity, the second message comprising a full capability flag indicating whether the UE should send an indication of its full capabilities to the network entity.

    Abstract: Aspects of the present disclosure provide techniques and apparatus for wireless communication. In one aspect, a method is provided which may be performed by a wireless device such as a user equipment (UE). The method generally includes: performing connection reestablishment in response to a triggering condition, the connection reestablishment comprising: suspending operation of at least one data radio bearer (DRB) for carrying user data, transmitting a connection reestablishment request to a base station (BS), receiving from the BS a connection reestablishment message, and transmitting a connection reestablishment complete message to the BS; and transmitting at least a portion of the user data over non-access stratum (NAS) signaling, before the operation of the at least one suspended DRB is resumed.

    Abstract: An enhanced Public Warning System (PWS) is provided. A User Equipment (UE) transmits a first indication of UE capability for performing a first set of UE actions. The UE receives based on the first indication, a second indication of a second set of UE actions the UE is to perform in response to receiving a warning message, the warning message including an identifier of a warning type associated with the second set of UE actions. The UE receives the warning message including the identifier of the warning type. The UE performs at least one of the second set of UE actions in response to receiving the warning message.

    Abstract: This disclosure provides methods, components, devices and systems for optimized RACH procedures in NTNs including NB-IoT. A UE performs in an NTN one or more of a first or second procedure in an idle mode, or a third procedure in a connected mode. In the first procedure, the UE considers a number of RAPIDs in msg2, and if the number meets a threshold, the UE applies a backoff to delay sending msg1. In the second procedure, if the UE fails to decode msg2 or msg4 after transmitting msg1, the UE applies a backoff before performing subsequent RACH. In the third procedure, following a failure to receive an uplink grant when monitoring a USS and after transmitting msg1 for a SR, the UE continues monitoring the USS for the grant until the start of a RAR window. If the uplink grant is received during this time, the UE cancels msg2 monitoring.

    Abstract: Methods, systems, and devices for wireless communications are described. The described techniques provide for a user equipment (UE) to transmit to a base station a first message of a random access procedure, and the UE may monitor a control channel according to a first monitoring configuration. The UE may receive the second message from the base station in response to the first message. The second message may include a grant for a set of uplink resources for transmitting a third message of the random access procedure. The UE may transmit the third message including a data payload to the base station using the uplink resources, where the third message may include a data payload. The UE may monitor the control channel according to a second monitoring configuration (e.g., monitoring fewer occasions for control information than the first monitoring configuration), and the UE may receive the fourth message.
