Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may receive configuration information from a base station. The UE may determine, based at least in part on the configuration information, a number of subframes available within a random access response (RAR) time window for downlink control channel communications. The UE may modify a random access procedure based on the determined number of subframes available within the RAR time window for the downlink control channel communications. In one example, modifying the random access procedure may include skipping a decoding attempt using a decoding hypothesis. In another example, modifying the random access procedure may include aborting the random access procedure.

Abstract: A user equipment (UE) performs wireless communication by starting a scan of an absolute radio frequency channel number (ARFCN) configured for performing a narrowband communication. The UE determines, based on a spectral characteristic of a phase of a signal in the ARFCN, whether a cellular communication is deployed in the ARFCN. The UE may then terminate the scan of the ARFCN in response to the spectral characteristic of the phase of the signal in the ARFCN indicating that the cellular communication is deployed in the ARFCN. Alternatively, the UE may proceed with a synchronization signal search on the ARFCN in response to the spectral characteristic of the phase of the signal in the ARFCN indicating that the cellular communication is not deployed in the ARFCN.

Abstract: This disclosure provides methods, components, devices and systems for optimized RACH procedures in NTNs including NB-IoT. A UE performs in an NTN one or more of a first or second procedure in an idle mode, or a third procedure in a connected mode. In the first procedure, the UE considers a number of RAPIDs in msg2, and if the number meets a threshold, the UE applies a backoff to delay sending msg1. In the second procedure, if the UE fails to decode msg2 or msg4 after transmitting msg1, the UE applies a backoff before performing subsequent RACH. In the third procedure, following a failure to receive an uplink grant when monitoring a USS and after transmitting msg1 for a SR, the UE continues monitoring the USS for the grant until the start of a RAR window. If the uplink grant is received during this time, the UE cancels msg2 monitoring.

Abstract: Methods for conserving power in a multi-mode wireless device capable of communicating via a first radio access technology (RAT) and second RAT in which communication using the first RAT is preferred are disclosed. Various embodiments may include methods to determine whether a condition warrants attempting a connection with the first RAT in response to the multi-mode wireless device communicating using the second RAT, in response to determining that no condition warrants attempting a wireless connection using the first RAT, continue to communicate using the second RAT for a first duration before again determining whether a condition warrants attempting a connection with the first RAT, and determine whether a connection can be made to the first preferred RAT in response to determining that a condition warrants attempting a wireless connection using the first RAT.

The UE generates a multibit repetition range identifier that indicates the repetition value based on the maximum repetition level. The UE transmits the multibit repetition range identifier.
