    摘要: A communication system (10), and a method executed by same, for allocating communications traffic through a plurality of satellites (12) of a constellation of low earth orbit satellites. Each of the plurality of satellites is oriented, at any given time when in view of a ground station (18), at a particular elevation angle. The method comprises the steps of: (a) providing each of the plurality of satellites with a receiver for receiving communication links from the ground station and a transmitter for transmitting communication links to user terminals; (b) in response to a request for service, determining if a highest elevation angle satellite can be assigned a new communications link; (c) if yes, assigning a new communication link to the highest elevation angle satellite; (d) if no, determining if a second highest elevation angle satellite can be assigned a new communications link; and (e) if yes, assigning a new communication link to the second highest elevation angle satellite. A number of different criteria can be employed in determining if a satellite can be assigned a new communication link, including: determining if the associated satellite has already been assigned a predetermined maximum number of communication links; and determining if the associated satellite, or a particular beam, is transmitting at or near to a power level that corresponds to a maximum peak flux density at the surface of the earth. Each of the steps of assigning is preferably accomplished such that the communication link is simultaneously established through at least two of the satellites to provide for diversity reception at a user's terminal (13).

    摘要: A method and system wherein a system gateway (18) determines, from closed loop power control information, a power density at an antenna (13a) of a user terminal 13. The gateway also maintains a record of a duration of time that the power density exceeds a specified threshold. The gateway determines if an averaged transmitted power density associated with the antenna of the user terminal will equal or exceed at least one of a predetermined threshold level, within a specified period of time, or an absolute threshold level. If the gateway determines that a threshold will probably be exceeded if the call connection is maintained, the gateway terminates the connection prior to a time that the user terminal averaged transmitted power density level equals or exceeds the predetermined or absolute threshold level. A tone or a visual indicator may be employed to warn the user that a current connection or call will be terminated. Provisions are made for allowing predetermined types of calls (e.g., emergency calls) to be made during a cutoff period wherein the user terminal is prohibited from placing further calls. It within the scope of the invention to perform the power density monitoring function also within the user terminal. In this case information may be transferred to the GW over a return link, and majority voting or some other technique can be employed by the GW before terminating the connection. In this case the power density determination made at the GW has priority over that made in the user terminal to prevent a user terminal from intentionally or inadvertently defeating the power density monitoring function.

The method accumulates data at periodic intervals during a connection, the data indicating what portion of the overall system resources are utilized on both a forward link (gateway to satellite(s) to user terminal) and on a reverse link (user terminal to satellite(s) to gateway). The usage data can include power levels, data rates, user terminal location, and user terminal type. A Gateway (18) that is assigned to handling the call for the user terminal (13) accumulates the data and subsequently transfers the data over a terrestrial data network (39) to a Ground Operations Control Center (38). The center uses the data to determine an amount to be billed to a service provider associated with a service area that includes the gateway. The center may also uses this data to derive statistical information describing the communications traffic handled by the gateway, and to derive predicted resource allocation and resource scheduling information for the gateway.

Individual ones of the plurality of gateways are bidirectionally coupled to at least one terrestrial communications system (4) and act to couple the user terminal to the terrestrial communication system through at least one satellite. In accordance with an aspect of this invention, individual ones of the plurality of gateways are operable for receiving an access request from the user terminal, through at least one satellite, and are further operable for notifying the requesting user terminal, through at least one satellite, that the user terminal is one of accepted by the gateway for establishing a communication link and not accepted by the gateway for establishing the communication link. A gateway that does not accept a user terminal can indicate to the user terminal, based at least in part on a determined location of the user terminal, an identification of a gateway to which the user terminal should apply for access or log-in purposes. The system further includes a data network (39) that interconnects the system controller and the plurality of gateways. The data network may be conveyed by and embodied in one of a wired network, a wireless network, and a combination of a wired network and a wireless network.

The system (10) operates by effecting communication between a terrestrial wireless telephone end user transceiver apparatus (e.g. 501) and a terrestrial communications link (e.g. 101) via a single relay through a single satellite (22) or a succession of single relay satellites (22) wherein the relay station may be in motion relative to the end user transceiver apparatus (501) and the terrestrial communications link (101). The ground-based gateway (28) effects the ultimate decision on linking in cooperation with the network database to effect hand-off from a first orbiting satellite (22) to a second orbiting satellite (22). The single satellite (22) or preferably a constellation of satellites (22) orbiting near the earth need only translate signals from the gateways (12, 14, 16, 18) to the users (30) and from the users (30) to the gateways (12, 14, 16, 18), without satellite-based control. The gateways (12, 14, 16, 18) are capable of decoding the calls, switching, processing call requests from the end users (30), processing call requests to the end users (30), processing call set-ups, handing off of calls to other satellites (22), and updating databases (20) of users (30) based on information provided by network control (25) and requests from end users (30).
