摘要: A system that incorporates teachings of the subject disclosure may include, for example, dividing a media content item into a plurality of media content segments, at each media content segment of the plurality of media content segments, applying motion estimation between at least two video frames of the media content segment to determine a content weight for the media content segment, determining a bit rate for the media content segment according to the determined content weight for the media content segment, and encoding the media content segment at the determined bit rates to generate a data stream for the media content segment, whereby a plurality of data streams for the plurality of media content segments of the media content are generated, and transmitting the plurality of data streams for the plurality of media content segments of the media content to the one or more media devices. Other embodiments are disclosed.

摘要: A system for a mobile wireless device to receive and display a video stream while preventing overflow or starvation of its receive buffer by requesting changes to the video streaming or encoding rates and by controlling the video playback frame rate. The current receive buffer level is used to make comparisons with several thresholds, the results of which are used to trigger actions. If the current receive buffer level has risen above a start level, then playback of the video can begin. If the current receive buffer level rises above an early detection threshold, then the video streaming device is requested to slow its streaming rate. If the current receive buffer level rises above a high level threshold, then the video streaming device is requested to stop streaming the video. If the current receive buffer level drops below a low level threshold, then the playback frame rate is slowed.

摘要: A system for a mobile wireless communications device configured to stream video to a peer device over a mobile wireless network, the device configured to increase the radio channel capacity between the wireless communication devices and the network to allow faster video encoding and transmission. The video transmitting device receives measurements on radio conditions related to the radio channels carrying the video and determines if the radio conditions can support an increased channel capacity. If so, the transmitting device sends a request to the network to increase capacity on the radio channels. If the network determines that the other resources transporting the video can support an increase in traffic resulting from an increase in the radio channel capacity, then the network sends orders to carry out a radio channel capacity increase.
